Gate authority

All normal gates G1–G9 and hotfix gates H1–H8 remain factory-human/manual today. This visibility shell transfers no authority to the control plane.

Read-only imported visibility

Autheory is not configured. The dashboard does not load real imported partner or release state under placeholder UI auth. No deploy, pin, unpin, rollback, promote, hotfix, or import-write actions are available from this dashboard.
